All the registered employers in Singapore must contribute to the Skills Development Levy for all of their employees.
SDL is applied to all the employees of a company, including full-time, temporary, part-time, casual, or foreign workers working in Singapore. These employees could be Singapore Citizens, Singapore Permanent Residents, Employment Pass, or Work Pass holders.
