Yes, a foreigner can register a company and run a business in Singapore. The Singapore Ministry has made this process quite straightforward and simple.

A Foreigner can incorporate/register a Private limited company in Singapore and the company would be considered a tax resident in the country (Subject to certain conditions) thus would be entitled to the tax benefits.

Firstly he must apply for the right work visa, such as the employment pass or the Entre Pass.

If you wish to relocate to Singapore, you must secure an employment pass or an entre pass. You can also run your business from overseas, provided you have appointed a nominee resident director.
