No there are no such limitations or quota when it comes to Employment pass applications.
Once the company submits the applications, it is on the sole discretion of the Ministry of Manpower regarding the approval. They would consider the application in terms of the company and the applicant’s value.
However, if the ministry finds a specific company having high number of employees on employment pass then they may ask more details for clarification.
