Can a subsidiary company in Singapore have all foreign directors?

No, all the directors in a subsidiary cannot be foreign. You are required to have a local director. The local director must be a resident of Singapore (a citizen, a permanent resident, an EP holder). This director must be of at least 18 years of age.

A foreign company that plans to relocate its staff from head office to Singapore can apply for Employment Pass after the subsidiary has been registered.
